Programme of Inclusion for Migrant People at risk of social Exclusion
Immigration is a significant challenge in today’s globalized world, particularly at the European level. In 2019, there was a noticeable increase in asylum seekers in several European countries, a situation that has been only exacerbated by the war in Ukraine. While many migrants arrive in European countries without papers or legal documents, they often bring unique skills, knowledge, and a strong desire to contribute to society, prosper, and start a new life in safety. Unfortunately, they face numerous obstacles in achieving these goals.
Since 1999, the EU has been working to improve the Common European Asylum System (CEAS) and enhance the integration of migrants and asylum seekers. The resolution of 12 April 2016 emphasizes the need for a holistic EU approach to migration, particularly in the Mediterranean.
However, in the last year, the Canary Islands have experienced an influx of more than 22,000 migrants from the African continent, with arrivals continuing in 2022 and 2023. The scarcity of resources and complications associated with the COVID-19 pandemic and the economic crisis have led to increasing tensions on Canary Island territory, particularly at the Campamento de las Raíces and Campamento de Arguineguin. To address these challenges, IMAS (Municipal Institute of Social Care) and EVM, a Canarian SME committed to improving society, launched the INTEGRA SC/ DIVERARTE project in 2020. This project included Spanish classes for migrants and awareness workshops in eight high schools in the municipality of Santa Cruz de Tenerife. While the project has shown considerable progress, gaps were identified through evaluations with beneficiary migrants, collaborating teachers, and student participants. The evaluations revealed a lack of professional training for migrants, discontinuity in language courses, a lack of knowledge of available resources, and the need to streamline the bureaucracy.
After gaining this first-hand research, EVM found other countries facing the same issues, and teamed up with them to provide a direct solution, by devising the PIPE project:
- Offer more help, service and training to migrants, as well as accreditation through Europass or Microcredentials
- Work together with partners across Europe to solve the greatest immigration issues of the century
- Enable migrants to use their skills to contribute to the receiving society and acclimate to the culture
- Help make the arrival of migrants less traumatic for the migrants and the receiving society to promote harmony and inclusion
- Raise awareness in schools and societies to diminish fear and hatred
